  • The Faculty, of Public Management and Law (FPAU), was established on 16 November 2003 consisting of three departments, namely the Department of Public Management, the Department of Development Management and the Department of Law. Since its inception, FPAU had offered three academic programs at the undergraduate level with honors. They are the Bachelor of Public Management, the Bachelor of Development Management and the Bachelor of Law. Since the late 1990s, The Department of Public Management has been running six programs at the postgraduate level, namely the Master of Public Management (coursework), the Master of Public Administration, the Master of Arts (Sociology) and the Master of Arts (Political Malaysia). At the PHD level with research, there are the Ph.D of administration and Ph.D of sociology.

    From January 1, 2008 to July 1, 2011, UUM’s College of Law, Government & International Studies (COLGIS UUM) was headed by an Assistant Vice Chancellor and assisted by three deans, namely the Academic Dean, Dean of Ghazali Shafie Graduate School of Government and Dean of the Students’ Development and Alumni. They were further helped by the Deputy Dean for Academic Affairs and the Deputy Dean of Ghazali Shafie Graduate School of Government, besides four Program Chairmen for the Undergraduate Programs.

    Prof. Dato' Seri Dr. Mohamed Mustafa Ishak was appointed as the Vice Chancellor of UUM, on June 16, 2010. After his appointment, he changed the academic colleges into the school system, according to the courses offered by each academic college. Thus, four (4) schools were established in the College of Law, Government & International Studies, UUM (COLGIS UUM) namely the School of Government, the School of Law, the School of International Studies and the School of Tourism, Hospitality and Environmental Management.

    Since July 1, 2011, COLGIS UUM has been led by an Assistant Vice Chancellor, four (4) Deans of Schools, the Dean of Ghazali Shafie Graduate School of Government and the Dean of Students’ Development and Alumni. They are further assisted by two (2) Deputy Deans, namely the Deputy Dean of Students’ Development and Alumni and the Deputy Dean of the Ghazali Shafie Graduate School of Government. As for the college's administration, each school has a Head of Department followed by the Coordinators of the programs. These coordinators are also governed by the management of the college through the Director of the Institute of Governance, Innovation and Law (IGIL), the Director of Malaysia’s Institute of Political Analysis (MAPAN), the Director of UUM’S Research Institute for Indonesia, Thailand & Singapore (ITS) and the Director of Strategic & Quality Management.

    • To established UUM COLGIS as a renowned center of excellence in the fields of law, public administration, development and international studies, tourism, hospitality and environmental management.


    • To realize the charter and philosophy of the college as the center for academic excellence which produces human capital that uphold moral values.

    • To lead in disseminating knowledge through research in the fields of law, public administration, development and international studies, tourism, hospitality and environmental management.
    • To promote sustainable teaching and learning in the fields mentioned above at the masters and postgraduate levels.
    • To disseminate the latest knowledge through publications, research and knowledge-generating activities.


    • To emphasize quality and innovation in the fields of law, public administration, development and international studies, tourism, hospitality and environmental management.
    • To honor the importance of producing excellent human capital, to be convinced of the idea that the integrated nature of knowledge, unity of God (tauhid) and morality (akhlaq) benefits all stakeholders of the college and community.

Besides pursing academic excellence, our students also engage and compete in intramural sports, organize conference, and pouring energy, leadership and creativity into five student organisations.

    Established in 2008, UUM COLGIS continues its great tradition in its commitment to critical analysis – of government, law, international affairs and business, development studies, and tourism and hospitality. Curricular innovations continue to take place to keep pace with rapidly evolving political, legal, economic, and technological developments. UUM COLGIS is deepening advanced programmes of study in public management, law, international affairs, international business, and urban planning; cross-university initiatives including joint degree programmes; and study abroad opportunities.

    Our alumni include leaders in all branches and all level of government, in academia, in media, in for-profit companies and nonprofit organisations domestically and around the globe. The alumni networks in every region of the world serve as an invaluable resource in mentoring students and offering networks of colleagueship and friendship among graduates.
